1 large onion, chopped
2 carrots, peeled and diced
2 celery stalks, diced
1 pound ground beef
2 cloves garlic, minced
1 teaspoon dried thyme
1 teaspoon dried rosemary

2 tablespoons all-purpose flour
1 cup beef broth
1 tablespoon Worcestershire sauce
1/2 cup frozen peas
2 pounds potatoes, peeled and quartered
1/2 cup milk
4 tablespoons butter
1/4 cup grated Parmesan cheese
Instructions
Preheat your oven to 375°F (190°C).
Heat olive oil in a large oven-safe skillet or Dutch oven over medium heat. Add onion, carrots, and celery. Cook until softened, about 5-7 minutes.
Add ground beef to the skillet. Cook, breaking it up with a spoon, until browned. Drain off any excess fat.
Stir in garlic, thyme, rosemary, salt, and pepper. Cook for 1 minute more until fragrant.
Sprinkle flour over the beef mixture and stir to coat. Cook for 1 minute.
Gradually pour in beef broth, stirring constantly. Bring to a simmer and cook until the sauce thickens, about 5 minutes.
Stir in Worcestershire sauce and frozen peas. Remove from heat.
While the beef mixture simmers, boil the potatoes in a large pot of salted water until tender, about 15-20 minutes. Drain well.
Return potatoes to the pot. Add milk and butter. Mash until smooth and creamy. Stir in Parmesan cheese.
Spread the mashed potatoes evenly over the beef mixture in the skillet. Use a fork to create texture on top for better browning.
Bake for 20-25 minutes, or until the topping is golden brown and the filling is bubbly. For extra browning, you can broil for the last 1-2 minutes, watching carefully to prevent burning.
Let stand for 5-10 minutes before serving.
Notes
For a healthier twist, replace half the potatoes with cauliflower florets.
This dish can be assembled ahead of time and refrigerated. Bake as directed, adding a few extra minutes to the baking time if needed.
